Right outside Shibuya Station's Hachiko exit lies what is often called the world's busiest pedestrian crossing. When the lights change, traffic stops in every direction and up to around 3,000 people surge across at once, diagonally and from all sides, in the 'scramble' style that has become an icon of Tokyo itself. It is free and open 24 hours, and the flood of people against a backdrop of giant screens is most striking from early evening into the night.

SafetyThousands of people flood in the instant the light changes. Wear bags in front, keep moving with the flow, and avoid stopping abruptly so you are not swept up or jostled.
MannersStanding still in the middle to film or pose for long blocks the flow and is unsafe. Keep on-crossing photos brief and use the sidewalk or view spots like the Starbucks 2nd floor.
RulesUsing tripods or selfie sticks on the crossing, or lingering shoots, can be stopped as an obstruction; commercial filming needs separate permission.
RulesSince October 2024 Shibuya Ward bans street drinking year-round from 6 p.m. to 5 a.m. around the station, crossing, and Center Gai, so avoid drinking on the street here.
SeasonAt Halloween and New Year the area draws huge crowds; the ward urges people not to gather and imposes crowd control and detours. Take extra care if visiting then.
SeasonWeekday evenings from about 5 to 9 p.m. are the most crowded. Come by day for a calmer look, or at evening rush for the classic wall-of-people photo.

Free and open 24 hours. Reached straight from Shibuya Station's Hachiko exit, served by JR, Tokyo Metro, Keio and Tokyu lines. For elevated views try the Starbucks (Tsutaya 2F) or the Mark City walkway (both free), or Shibuya Sky (paid, roughly ¥2,500-3,000, advance booking advised). Confirm current fees and hours before your visit.
