On the west coast of Cebu Island in the Philippines, Panagsama Beach in Moalboal is one of the world's great shore snorkels: with no boat and no dive certification, you can swim just a few dozen meters off the beach and drop straight into a swirling 'bait ball' of millions of sardines. The shoal is present year-round, gathering along the reef wall where a shallow flat (roughly 0.5-2m deep) plunges to a 6m-plus drop-off, and the silver tornado can grow dense enough to dim the sunlight. Green sea turtles graze the nearby seagrass meadows, and Pescador Island - a marine sanctuary about 15-30 minutes away by boat - adds a dramatic coral wall. As of 2026 the sardines are still showing up strong, with the schools moving in closest just after sunrise when the sea is calm.
