Panagsama Beach in Moalboal, on the southwest coast of Cebu, has a rare piece of geography: swim 20 to 30 metres off the sand and the reef simply falls away into a vertical drop-off. That means a 40-metre wall you can hang a buoy and line over without ever boarding a boat, which is why freedivers call it a walk-in depth line. A resident school of sardines sits year-round at 3 to 15 metres and has become one of the most photographed one-breath scenes in the world. Water runs 27 to 30°C with typical visibility of 15 to 30 metres, and Pescador Island, ten minutes out by boat, drops past 60 metres for advanced depth work. As of 2026 several dedicated freediving schools operate here year-round, teaching AIDA, SSI, PADI and Molchanovs syllabi.

SafetyNever enter the water without a buddy. In May 2026 a tourist snorkelling off Panagsama without a guide drowned, and a dive instructor who went down alone against shop policy was found at 38 metres. One up, one down, no exceptions.
SafetyShallow water blackout and LMC cluster in the last 10 metres of the ascent and the first 30 seconds on the surface. Do not do repeated dives past 20 metres without a safety diver meeting you around 15 metres, and hold eye contact and surface protocol for at least 30 seconds after every dive.
SafetyA lanyard is baseline equipment on any free-fall, not an optional extra. Use lines run by schools that also have a counterballast or an equivalent immediate-recovery system in place for a line separation or a deep blackout.
SafetyBecause the drop-off is so close to shore, bangka boat traffic passes directly overhead. Never dive a line or shoot the sardine run without a surface buoy or dive flag, and move to the buoy the moment you hear a propeller. The nearest hyperbaric chamber is in the Cebu City area, roughly three hours away by road, so carry dive insurance such as DAN.
SafetyPescador can pick up current on some days and turn into a drift. Do not get in without drift skills and an agreed boat pickup plan, and allow for a thermocline that can drop the temperature sharply, so bring more wetsuit than you think you need.
RulesPescador Island is a municipal marine protected area; a marine park fee in the region of PHP 100 per dive is collected through operators, and Bantay Dagat wardens patrol the site. There is also a booth charging an entry fee for the Panagsama sardine run area. Amounts and collection methods change, so confirm locally, and expect to show a certification card and insurance before a school will let you on a depth line.
SeasonDiving runs all year, but December to May is the calmest dry-season window, while July to November is typhoon season with boat cancellations and closures — Typhoon Odette hit this coast directly in 2021. Visibility can drop sharply for days after a storm passes.
MannersDo not charge through the sardine ball or herd it with strobes. Six to eight in the morning gives you closer schools and far fewer snorkellers, which is safer for everyone. Keep fins off the coral, do not grab the wall, and give turtles at least two metres without blocking their path to the surface.
Practical info
Fly into Mactan-Cebu International Airport, then about three hours by road to Moalboal; many nationalities including Korean passport holders get 30 days visa-free. Schools run year-round, but line slots and accommodation fill early in the December to May high season and around competitions and workshops, so book ahead, and expect to have your certification level, recent dive history and insurance checked before any depth session. Fees, opening hours, entry charges and boat schedules change often, so confirm current details directly with the centres and the Moalboal tourism office before you travel.
