Overview

Carlos Rosario is a slim white-sand beach tucked away on the northwest coast of Culebra, Puerto Rico, and its fringing reef—which almost encloses the horseshoe-shaped cove—makes it one of the island's premier beach-entry snorkel spots. Wade straight in from shore and swim about thirty yards to reach elkhorn, staghorn and brain corals plus purple and yellow sea fans, with more than sixty reef-fish species and regular sightings of green turtles, rays and barracuda. Depths run from 1–2 m near the sand to 4–6 m along the reef, dropping to roughly 12 m at the outer 'Wall,' with visibility typically 10–20 m. It sits inside a natural reserve with no road, dock or facilities, so as of 2026 the only way in is on foot from Flamenco Beach.

Reach Culebra by ferry or small plane from Fajardo; there is no road to Carlos Rosario, so you hike 15–30 minutes (about 1.5 km) from the western edge of the Flamenco Beach parking lot, through a gap in the chain-link fence and over a hill. The trail is steep and thorny, so wear sturdy shoes rather than flip-flops; water taxis and boat rentals are alternatives. Summer is the best snorkel window—always confirm current prices, ferry schedules, tour availability and same-day sea conditions before you go.
